Clean heat standards: US and European approaches to accelerating heat decarbonisation

Abstract:

Marion Santini, from the Regulatory Assistance Project, will explore how novel policy tools called ‘clean heat standards’ could reinforce the policy framework for heat decarbonisation. Clean heat standards place a quantitative target on market actors, such as energy network companies, energy suppliers and manufacturers of heating equipment, to decarbonise heating and provide some flexibility in how to achieve it. These tools can complement other clean transition policies, such as appliance standards, by providing a positive target for market actors to meet. We will look at some of these tools more closely, including the new UK Clean Heat Market mechanism and approaches being developed by some states in the US.
